No you don't. Programming info is received through the satellite
After the initial call, all you need to connect the phone line for is the occasional software update and, as the support for TiVo is coming to an end, I doubt there will be many of those! You will, however, get a nag screen after about 30 days and then regularly thereafter, which you can ignore. There are people on this forum who have not connected a phone line for two years or more.
A SA TiVo is another matter though.

I connect my modem once or twice a month and then do any downloads immediately, then disconnect the modem - it takes only 5-10 minutes - the modem is always disconnected otherwise, but I live in Florida too
