I am using a Tivo Series 2 (Time Warner cable + connected to my home network) and have had a grainy picture/bars that scroll up and down the screen. I recently switched out all of my coax cables which were generic and provided by the cable company with gold-series cable from RadioShack. It's helped the signal a lot. The other advice I would throw out is to double check the connection on all of your cables and that your TV is set to the correct channel. Hope this helps!
